北极国家的油气资源投资环境评价与影响因素分析研究

摘要: 北极是油气资源战略储备地, 投资北极油气一直深受各国和能源企业的重视, 然而已有研究缺乏针对北极油气投资的环境评估。本文通过建立北极地区油气资源投资环境评价体系, 应用定量综合评估方法层次分析法(AHP)-熵权法, 聚焦北极地区油气资源的一手数据, 开展了北极油气资源投资环境评价分析。研究结果表明: (1)俄罗斯是我国在北极油气投资的最佳合作伙伴, 在自然资源环境、基础设施与服务环境方面具有绝对优势; (2)挪威在政治环境和社会环境等方面拥有良好的声誉, 是可靠的合作伙伴, 而且有能力和意愿在全球范围内推广减碳减排和可持续发展技术, 可成为我国在油气勘探开发领域技术购买及减碳减排等领域的合作对象; (3)美国和加拿大油气投资环境欠佳, 建议以学术交流为纽带实现在北极油气领域合作。

Abstract: The Arctic is a strategic reserve for oil and gas resources and has always been a focus of attention for countries and energy companies regarding investments in Arctic oil and gas. However, existing research lacks environmental assessments specific to Arctic oil and gas investments. This study establishes an evaluation system for investment in the environmental aspects of Arctic oil and gas resources. Using the AHP-Entropy method and first-hand data on Arctic oil and gas resources, an analysis of investment evaluation in the Arctic oil and gas resource environment was conducted. The results indicate that: (1) Russia is the best partner for China’s Arctic oil and gas investments, with absolute advantages in natural resource environment, infrastructure, and service environment; (2) Norway has a good political and social reputation, making it a reliable partner in technology acquisition and carbon reduction in the field of oil and gas exploration and development; and (3) the United States and Canada are currently not conducive to investment, and it is suggested that ties should be established through non-government academic exchanges to break the ice in the field of Arctic oil and gas cooperation.
